THERE ARE TWO TYPES OF ZONING VARIATIONS WITH DIFFERENT PATHS
A zoning variation is when, for good reasons, a property owner or developer seeks a deviation from the zoning in a particular City of Atlanta Zoning District (I below), or in a district with a Zoning Overlay (II below). I- City of Atlanta (COA) Basic Zoning
1.–These are building rules for the basic zoning categories listed in “City of Atlanta Zoning Districts” (Interactive Zoning Maps item #2; above) or HERE.
2.–For a basic type of zoning variation/deviation, there is a presentation and approval process that goes through 1)the Neighborhood Group, 2)the NPU, and 3)finally the Board of Zoning Adjustment (BZA).

II- Overlay Zoning (on top of Basic Zoning)
1.–ATLANTA OVERLAY ZONING DISTRICTS include Type II-1 “SPI Overlays” and/or Type II-2 “Beltline Overlays”.
2.–Type II zoning is an OVERLAY over Type I Basic Zoning.
3.–This adds a deep layer of zoning regulations, essentially wiping out Type 1 (Atlanta Land Zoning).
4.–Type II variations require Special Administrative Permits (SAP’s) or Special Use Permits (SUP’s) to review walkability and other evidence-based good urban design for zoning deviation changes.

II-1: “SPI OVERLAY” land zoning
–Special Public Interest (SPI) Zones are pedestrian-oriented zones, with 1970’s Marta Station origins, and have evolved to make the areas surrounding Marta Stations walkable. We all know how unpleasant it feels to walk in open undefined places beside urban streets, walking fast to get to a part of the street with trees and nice buildings. Feeling vulnerable, endangered and bored, walking across a wide-open paved space, buildings without windows or scale, is not “Walkable”.
–The more urban and commercial SPI-‘s have Design Review Committees (also called DRC’s) and SPI’s in residential areas do not.
